Shannon Flakes is currently a correctional lieutenant with the Riverside Sheriff’s Department and is no stranger to the corrections field, having 25 years of experience. Shannon has held various roles within the Riverside Sheriff’s Department, such as floor operations, facility administrator, transportation operations, inmate programs, acting commander, and Corrections Division Training Coordinator.

Within the previous stated roles, Shannon has overseen facility functions and operations, line staff responsibilities, processed budgets and other administrative duties, reviewed and implemented policies and procedures, provided reports and operational needs requests, acted as a facility medical and mental health services liaison, created and provided training courses for employees within the Corrections Division, and functioned as a department liaison with the Board of State and Community Corrections.

Shannon is very passionate about teaching. He has been a college adjunct instructor with the Moreno Valley College for the past six years. He has provided instruction to both tenured and new employees. He has taught on various course topics, such as leadership, inmate mental health crisis intervention, ethics and professionalism, suicide prevention, physical fitness, and teaching techniques, to name a few. His teaching services have also been utilized by other agencies as a contracted vender.

Shannon is a Marine Corp Veteran who served in Desert Shield/Desert Storm. Shannon holds a Bachelor of Arts in Applied Management and a Master of Public Administration with an emphasis in government and policy from Grand Canyon University.
